As with any technology, a certain degree of risk must be accepted instead of the benefits it provides. However, the extent to which the risk is acceptable is an issue that must be judged on the basis of a balance with the benefits it provides. The degree to which a technology can bring benefits to society and the extent to which risks are acceptable depend on the situation and values of the society, and it is difficult to form a consensus as a society by comparing and equating those risks that are subject to subjective judgment.
