In 1862, he and Takasugi Shinsaku planned to attack foreign ministers but falied. In addition, he set fire to the British Consulate in Edo. In 1865, he got the permission that studied in England secretly from Lord, with Ito Hirobumi (伊藤博文) , Inoue Masaru (井上勝) , Yamao Youzo (山尾庸三) and Endo kinsuke (遠藤謹助) . So far, the research that Inoue smuggled himself into England and studied in London focused on its process and the Shimonoseki's Negotiation. And no one pays attention to his thoughts changes and the essence of his thoughts after he finished his studies abroad. So in this paper. Firstly, this paper will introduce his Sonnojoi activities (19th century slogan advocating reverence for the Emperorand the expulsion of foreigners) and study abroad activities during the end of the Edo period. Then this paper will study the thoughts changes from the Sonnojoi activities to the absence of opening the country by observing his behavior in Sonnojoi activities and the process of study abroad.
