A evacuation zone was enlarged from a radius of 3 km to 10km and to 20km in sequence. The enormous confusion had happened among the evacuees and they were forced to have a long trip and many fragile old men were dead. In the evacuation zone, only one public health center exists. Dispatch medical team was starting to take the medical care support for the home patients within the range of 20-30km after April. Inhabitants were coming back and the number of them reached to about 40,000, but the detachment of public health nurses did not permit to support formally in the evacuation zone within 20-30km, so we decided to support the public health nurses and residential people within 20-30 km voluntarily.
