 note = {The public plan devised by inhabitants participation should be not only accepted by the whole community, but also be realized by the inhabitants' coopereation. The purposes of this study are to clarify each determinants of social acceptance of river development plan and of inhabitants' cooperation intention to implement its plan by the social survey research for the community-based planning of Tado River. The resuls are as follows. a) The social acceptance of the plan is influenced by the outcome evaluation and the procedural fairness evaluation. The determinants of the outcome evaluation are the competence of plan contens and the reflectedness of inhabitants' opinion. The determinants of the procedural fairness evaluation are the opportunity of inhabitants' participation, the information disclosure, and representativeness of participants. b) The inhabitants' cooperation intention is influenced by the efficacy evalution of their own participation, expected cost by their participation, and the attachment feeling for the river. c) Each frame to evaluate the public benefit and the personal interest of the plan are different and independent; the acceptance of the community-based plan was evaluated from the viewpont of public benefit, and the cooperation for the plan implementation was from the viewpoint of personal interest.},
