| 内容記述 | Although the situation where sufficient food was not supplied for the victims occurred in the Great East Japan Earthquake, this is a serious problem at the time of catastrophic disasters like the Tokai Earthquake, the Tonankai Earthquake and the Nankai Earthquake. The supply of food and drinking water is very important for human being. This paper proposes a new method concerning the stockpile of food and drinking water as preparations not only for catastrophic disasters, but also for influenza pandemic. The method is distribution of "survival foods" which can be preserved for 25-years and mineral water which can be preserved for 2-years for the nation before disaster. A dwelling can be regarded as a warehouse of a state. Even if people lack self-help consciousness, it is possible to give sufficient food and drinking water for the victims without procuring and carrying them by administrative organization when disasters occur. This proposal can be performed by spending about 113,800 million yen on the average every year for 75 years from now. This method is the "foolproof" system of food supply and the stockpile by administration is the "fail-safe" system of food supply at the time of catastrophic disasters. | |||||
