Several lessons have been learnt from this experience. First, a policy network on FMD control in Japan is not well established. Second, lack of consistency in the FMD control policy caused numerous critical problems, some of which still negatively affect the recovery process of the Miyazaki livestock industry. Third, the inconsistency in the FMD control policy was caused by the political leadership of the governor of Miyazaki Prefecture, who was supported by an overwhelming majority.
