| 内容記述 | The long-run optimality conditions are examined. It will be shown that input taxes will not achieve them. For the application of input taxes, a transfer payment is necessary. The optimal tax schemes are derived under imperfect monitoring. A pure emission tax, a pigouvian tax, fails to achieve the long-run optimality conditions. Introductions of an output tax and a transfer payment are necessary for the long-run optimality. | |||||
