The paper mainly explores the political ideal of Zheng Xiaoxu who is regarded as a loser against the historical trend, pointing out his political ideal is to restore the traditional order of the country by the aid of foreign power, namely, \"internationally communal management\", and to create a \"Tianxia guojia (天下国家)” which is a country with no nation and boundary by the \"humanity and justice of Confucius and Mencius\".
