In the Qin period, the northwest frontier was not considered as a region to be conquered, but the result of battle between the Han and the Xiongnu obliged the Han dynasty to inaugurate a direct government over the newly conquered frontier. At the beginning of the 1st Century, the political leaders of this region chose the way to rejoining to the Han dynasty, although they could have maintained a political independence from the Han dynasty.
