In the beginning of commercial education, it is confirmed that the individuals or organizations advocating commercial education both in China and Japan apparently had the concept of a “trade war” in trade with foreign countries, triggered by the economic pressures from Western countries. In comparison with the nature of “public” of the early commercial educational institutes in modern China, it was found that the ideals of commercial education were born out of both the public (educational system) and private (individual) early in Japan, including Fukuzawa’s invitation to private schools. In addition, by weighing Fukuzawa against Eiichi Shibusawa, it was revealed that he was different from Shibusawa in the ideals of the establishment of educational institutes to foster commercial human resources, such as private schools although he criticized “predominance of the bureaucrats over the citizenry” like Shibusawa and had the ideals of commercial and industrial nation.
