Through analysis of the policy of market control by the government using Hong Kong Annual Reports from 1841to 1997 and the survey of all public retail markets, three conclusions have been formulated. (1) Public health has been one of the important town planning issues from the beginning of Hong Kong as the British colony, and the government had used public retail markets to maintain public health till now. As a result, the number of public retail markets has increased to 108. (2) Public retail markets are classified into nine types and have changed to public facilities complex or market-housing complex through 6 stages historically.
