| 内容記述 | This paper studies the factors that influence the information system contracting-out decisions with specific focus on Japanese local governments. My analysis focuses on four major factors that are likely to determine make-or-buy decisions of local governments: the fiscal conditions, the technological resources, the protection of privacy, and the transaction cost. The results of a quantitative cross-sectional analysis of 303 case descriptions of the Japanese local governments reveal that the transaction cost is the strongest predictor of the extent of contracting-out. It was also shown that,contrary to expectations, the other three factors have only limited impact. I conclude with a discussion of the implications for the study of contracting-out based on these results. | |||||
