内容記述 | Why are science and technology policy bureaucracies created? A "functional approach" suggests that a functional need for new bureaucracies which is taken up by domestic groups who can change the state apparatus, causes their establishment. On the other hand, an "international factor-led approach" suggests that the activities of international organizations prompt the adoption by states across the international system. Both approaches, however, suffer from certain shortcomings as approaches to predicting different configurations of science and technology bureaucracies. With a process-tracing approach, I examine the political process regarding the establishment of Japan's Science and Technology Agency to show the reason why the Science and Technology Agency has become one of the "weakest" among Japanese ministries and agencies. It follows from the analysis of the political interaction among various actors that the proposal to establish a strong ministry of science and technology was defeated by the coalition of the existing ministries, especially the MITI and ex-bureaucrat legislators. There had been, however, some possibility of the Science and Technology Agency being vested with broader authority to direct and coordinate Japan's science and technology policy because of the support by some legislators and business. I suggest that this finding can offer the key to an understanding of features of Japan's science and technology policy, which have been marked by the initiative of the private sector, the dominance of civil technology over military technology, and the harmony between the Government and the private sector. | |||||
