The policy of siting repositories for radioactive waste by the Fukushima nuclear accident became difficult to introduce because of disagreement of the residents. In order to facilitate risk communication between administrations and residents, we develop a game to seek consensus of the policy. Twelve players take either mayor's or resident's role of six communities.
