Nuclear energy liability insurance is provided by private insurers and its premium level depends on overseas reinsurers including nuclear energy insurance pools located overseas. Like nuclear energy liability insurance, automobile compulsory liability insurance is provided by private insurers. Unlike nuclear energy liability insurance, premium of automobile compulsory liability insurance is calculated subject to no loss no profit principle so that insurers do not gain large profits nor suffer severe losses. In this paper, based on published data, we evaluated the sustainability of compulsory nuclear liability insurance by comparing its results with automobile compulsory liability insurance. Furthermore, to identify the problem of nuclear energy insurance, the results of retrocession from Japanese nuclear energy insurance pool and reinsurance accepted by Japanese insurers from overseas reinsurers including nuclear energy insurance pools located overseas are examined. As a result, it is denoted that both scheme of retrocession and reinsurance from overseas reinsurers have no problem. The loss ratio of direct business for nuclear energy insurance is significantly lower than that of automobile compulsory liability insurance, so it is found that there is a possibility that the burden of insurance premiums of nuclear power industries will become excessive and the sustainability of the system will be reduced. In order to secure the sustainability of compulsory nuclear liability insurance for victim relief, it is desirable to implement some policy.
