NPM再考 : 評価手法に注目して Reconsidering New Public Management : Focusing on Techniques of Evaluation 10177850 木谷, 晋市 新公共管理 (NPM) 行政管理 評価 new public management (NPM) administrative management evaluation 関西大学 Kansai University New Public Management (NPM)は，官僚制の作動を改善する手法として1980年代から世紀転換の頃に世界的に広まり，日本においても90年代半ばから導入が進んだ．もっとも，このNPMも2000年前後には問題点も指摘され，政府機構及びその運営の改革に関する新しい多様なアイディアが提案されようになった．それらは「ポストNPM」と呼ばれている．しかし，これらの多様なアイディアには混乱も見られる．この原因の一つは，NPM の「新しさ」についての理解が不十分であることであるように思われる．そこでこの論文では，旧来の行政管理論とNPMを評価の視点で比較し，NPM の管理改革に果たした役割を再検討しておきたい． The rise of New Public Management (NPM) since the 1980s has been one of the most striking international trends in public administration. It has been criticized since about the year 2000, and several new ideas for governmental reform have been advocated. This group of ideas is called post-NPM. However, many differences exist among these ideas. It seems that one of the causes of these differences has to do with what is "new" in NPM.
