The Child Welfare Law was established in 1947. We analyzed child care policy in the period of the foundation and development of Child Welfare Law from the viewpoint of the commercial sector in this paper. As a result of analysis the following points became clear. It was not accepted the setting of the approved child care center by commercial sector.
