中国の科学技術政策と科学院の「二制度」 On China's Scientific and Technological Policy in the Seventh Five-Year Plan Period 40067666 橋本, 敬造 中国 第7次5ヵ年計画 科学技術政策 経費 機構 人事 科学院 改革 一院二制度 対外交流 China Seventh Five-Year Plan Science Policy Organization Personnel Chinse Academy Innovation "Two-Institutions" Foreign Exchange Programme 関西大学 Kansai University 1986年から90年に至る中国の第7次5ヵ年計画のなかで，特に目を惹くのは経済発達のための重要な課題の一つとして科学技術分野の貢献が期待されている点である。この分野は，いわゆる四つの現代化の対象の一つであることはいうまでもないが，今次の5ヵ年計画のなかで科学技術研究の体制のあり方そのものが大きく変化しようとしている。現在，世界の主要な国々にあっては科学技術政策が重要な課題になっていることは指摘するまでもないが，中国の場合は，従来の研究体制や制度の変革を実施しつつ，高度な科学技術の研究開発をも同時に実現し，さらに技術輸出が可能な分野の開発研究にも力を注いでいる。こうした広い範用に及び，経済効果を伴う変革が運営の機構，人事の制度，経費の運用という側面から急速に進められている。このような改革を最も端的に具体化しているのが中国科学院の「一院二制度」である。この制度の提唱に至るまでの背景を考慮することによって，現在の中国の科学技術政策のあり方が理解できる。 In the Seventh Five-Year Plan of China (1986-90), we can observe a great emphasis on science and technology as one of the key factors for the improvement of national economical development. In order to stimulate the development, the central government intends to activate the productivity of scientific and technological members by means of the innovation and reorganization of the system of research institutions. The author intends to make clear of the recent, new tendency in the science policy of China by focussing on the innovation of the organization of the Chinese Academy which directly belongs to the central government. The fundamental guidelines show that it is the most important to improve the management system for the efficient contribution of the results of the research and development to the new strategy for the flourishment of the country.
