| 内容記述 | This study focused on the construction of the initial response system of local governments to COVID-19 and the preparation of disaster headquarter materials. The questionnaire result showed the differences in the structure among local governments. There were mainly 2 systems controlled by the health department or the crisis management department. The Analysis of disater headquater materials clarified the differences in the role and function of headquarter meeting among local governments. I pointed out the problem of disaster response system in the fase of the same crisis. | |||||
